The Public Integrity Council recommended that the Supreme Judicial Council of Ukraine not consider the candidacy of Dmytro Roik, a judge of the Khadzhibeyskyi District Court of Odessa, for a position in the Court of Appeal due to non-compliance with the criteria of integrity and professional ethics.
According to the conclusion of the GRD, the judge provided inaccurate information in his declarations, and the declared value of the property did not correspond to the real purchase price and did not correlate with the income of the candidate and his family. In particular, the apartment with an area of 125.3 sq.m., in which Roik has lived since 2015, formally belonged to his grandmother, who died in 2017, but the judge continued to indicate her as the owner in the declarations for 2018–2024. Analysis of the real estate market shows that the declared value of the apartment is significantly lower than the market value.
Doubts were also raised about the purchase of INFINITI QX50 and QX60 cars by the judge's wife and mother, as the sources of funds for their purchase were not confirmed.
In addition, the candidate made court decisions outside of working hours and systematically violated the deadlines for considering cases in the period from 2012 to 2022. In his declarations for 2017 to 2019, he indicated the right of his wife to use non-residential premises with an area of 185.3 sq m without income to pay rent.
The GDR also notes that an earlier decision of the High Council of Justice left without consideration the previous decision of the Supreme Judicial Council of Ukraine to dismiss Roik for violating the oath.
