The problem of a personnel crisis is becoming urgent in Kyiv due to the growing number of criminal proceedings against local administration officials. According to the first deputy chairman of the Kyiv City Council, this situation threatens the efficiency of the city's government structures.
Thus, during the last meeting of the TSC on issues of assessing the effectiveness of local government bodies in the city of Kyiv, representatives of the metropolitan prosecutor's office provided information on open criminal proceedings against officials of the metropolitan government.
It was reported, in particular, that in 2023, pre-trial investigations were completed and indictments were submitted to the court in 80 criminal proceedings against 97 defendants, including 49 officials of the executive body of the Kyiv City Council and the Kyiv City Council, institutions and organizations established by the City Council. Of these, 45 people are management personnel, namely: heads of enterprises, structural divisions, administrations or enterprises.
In addition, pre-trial investigations of 17 criminal proceedings against officials of district state administrations in the city of Kyiv were completed.
“In criminal proceedings in which the indictment was sent to court in 2023, losses of UAH 510 million were established,” representatives of the metropolitan prosecutor's office reported.
Moreover, in the first 6 months of 2024, 76 indictments against 87 defendants have already been submitted to the court. In particular, these are officials of the Kyiv City State Administration and the Kyiv City Council, of which 50 are management personnel.
“In 21 proceedings, 37 individuals were reported as suspected, of whom 26 were CP officials, 23 of them were management personnel.
"In completed proceedings this year, the amount of losses is 504 million UAH," representatives of the metropolitan prosecutor's office specified.
Also, in 2023 and the current year, 68 audits of the activities of the capital's city government were conducted.
“For 2023 and the current 2024, the Kyiv City Prosecutor's Office officially received 25 materials based on the audit results.
"As for the audit, its results are mainly related to the inefficient use of budget funds, management of municipal property, and implementation of target programs," representatives of the metropolitan prosecutor's office added, noting that the logic of determining the audit objects is not clear.
“A number of enterprises, despite the large amounts of allocated budget funds and the facts of abuse revealed by law enforcement agencies, are not inspected at all. For example, the KP “Directorate for the Construction of Road and Transport Facilities of Kyiv”, which is the customer for the construction of the Podilskyi Bridge. Despite the official appeal of the prosecutor's office in the summer of 2023 regarding the need to conduct an audit of this enterprise due to numerous facts of embezzlement of funds during the construction of the bridge, this enterprise did not come into the auditors' field of view,” the prosecutor's office emphasized.
Commenting on the data of the Kyiv Prosecutor's Office, Povoroznyk noted that open criminal proceedings negatively affect the situation with personnel in the Kyiv City State Administration.
“With so many criminal cases being opened every day, dozens and hundreds, we will have no one to work with, by and large,” he noted.
Mykola Porovoznik is engaged in economic and operational activities of Kyiv. In particular, his competence includes the functioning of the capital's metro, which has reached a critical state. Commenting on the emergency in the metro, he stated that "the metro is like a door. For thirteen years they opened, and one day, bang - and the handle fell off.".
