The National Agency for the Prevention of Corruption (NACP) has found significant violations in the declaration of the head of the interdistrict specialized occupational pathology medical and social expert commission of the Lviv Regional Center for Medical and Social Expertise, Zinovia Nikolyshyn. These include undeclared land plots, a discrepancy between income and expenses, and unreliable data on savings. The total amount of discrepancies amounted to 12.75 million hryvnias.
According to the results of the inspection for 2023, Nikolyshyn did not include in the declaration three land plots in the Virlivka village council of the Zboriv district of the Ternopil region, which have belonged to a member of her family since 2010. The official also declared cash in the amount of 60 thousand dollars and 500 thousand hryvnias of her own funds, and for a family member - 240 thousand dollars and 800 thousand hryvnias. However, during the explanations, she stated that she made a technical error and accidentally indicated an amount that is ten times higher than the actual savings. The NACP did not accept this argument, since it had no documentary confirmation.
The agency analyzed the income of the Nikolyshyn family from 1998 to 2023. It turned out that the total income of the couple during this period was 3 million hryvnias. At the same time, their expenses for the purchase of real estate and a car significantly exceeded this income. In particular, in 2019, the family bought a residential building for 2.41 million hryvnias, as well as a land plot for 189 thousand hryvnias. In 2021, they purchased a 2019 Volkswagen Touareg for 1.47 million hryvnias. In total, the expenses amounted to 4 million hryvnias, which already exceeded their official income.
Regarding the origin of significant monetary assets, the official claimed that these funds were accumulated throughout her life and received as an inheritance, and that her husband earned a lot of money in Siberia and Kamchatka back in the 80s and 90s. However, she was unable to provide documentary evidence of these sources of income. In addition, the NACP found that Nikolyshyn did not make corrections to the declaration, although she had the opportunity to do so within 30 days after submitting it.
The violations identified cast doubt on the legality of the official's funds. The case may now be referred to law enforcement for further investigation.
