NABU detectives are deepening the investigation into Dmytro Soyma, head of the Tyachiv department of the Transcarpathian Migration Service. The investigation concerns a possible conflict of interest and involvement in a bribery scheme when issuing international passports in 2025.
According to the investigation, Sojma hid from his management for more than a year the fact of living together with his ex-wife and subordinate Renata Shelever, with whom he has a daughter. Sojma regularly took the child to kindergarten, sometimes drove Shelever to work, and they also traveled together to Hungary for the child's treatment. According to NABU, this could have created a conflict of interest, since Shelever was the chief specialist of the same department.
The court of first instance found Sojma guilty and imposed a fine of 500 UAH. The Court of Appeal overturned the ruling, noting that actual cohabitation and mutual rights and obligations had not been proven. Sojma explained his actions by parental duties, and since 2013 he had been living with another woman in the village of Chumalevo.
NABU detectives sent requests to banks to obtain complete information about the Soyuz accounts: movement of funds, opening and closing dates, counterparties, and purpose of payments.
Special attention is paid to Renata Shelever, who still works in the department. Her declaration for 2025 indicates 1 million hryvnias in cash, owned by her father. In 2024, she purchased an Audi A6 (2013) for 149 thousand hryvnias, although the market price of the car is much higher, and in August 2025 she received half of a house with an area of over 303 m² as a gift.
In June 2025, the police uncovered a scheme where Shelever created artificial obstacles to passport processing and “helped” in exchange for bribes. Her apartment was searched, as well as the Sojma, and weapons and ammunition were seized. The investigation is investigating the possible involvement of the head of the department in the corruption scheme.
