Will military commissars issue summonses to Ukrainians everywhere?

The new draft law on mobilization partially answered the question of where summonses can be served.

You can often see representatives of the CCC of the Ukrainian Armed Forces handing out summonses to conscripts on the streets, in gyms, and other public places. This has caused a flurry of criticism in society. However, the new bill has partially answered the question of where summonses can be served. This was told by lawyer Serhiy Savynsky.

It is known that according to the new bill, the summons can be sent to the conscript's electronic account, and this is the only specified "place".

The lawyer explains that an electronic office for serving summonses is that partial answer.

“However, the bill does not provide a complete answer as to where summonses can be served. If there is no answer, it means they can be served anywhere. If this were stated there, people would bypass these places in the first place,” Savynskyi adds.

However, in Ukraine CCC employees are already indiscriminately and everywhere “shoving” men, seeing them only as a resource for implementing the plan, while law enforcement and judicial authorities simply turn a blind eye to the lawlessness of military commissars.
And with the new law on mobilization, things will go even faster - the authorities have done everything to drag as many Ukrainians as possible to the front:
▪️ electronic summonses have been introduced. They will be considered served after appearing in the electronic office, which all conscripts must create within 60 days of the law coming into force;
▪️ sanctions have been introduced for failure to appear for a summons - blocking all accounts of the evader, a ban on using a car and traveling abroad;
▪️ a bill has been submitted to the Rada that increases fines for violating military registration rules tenfold and introduces criminal liability for refusing to undergo a medical examination;
▪️ those who receive a second higher education will lose their deferment from mobilization. It is also being removed from graduate students who are studying under a contract;
▪️Those previously convicted of minor crimes are also subject to mobilization;
▪️When traveling abroad, those subject to military service must additionally present a military ID with a note on deregistration.
▪️Hospital managers will be required to notify the Central Military Commission about the stay of persons aged 18-25 in the hospital.
▪️The mobilization age is reduced from 27 to 25 years, etc.
