NACP became interested in the millions of income of a Poltava doctor

Poltava otolaryngologist Ruslan Slinchuk, who is also a non-staff member of the military medical commission at the city CCC, has become a subject of an anti-corruption investigation. The NACP checked his declaration for 2023 and found that the physician's assets significantly exceed his official income. The total amount of the discrepancy is UAH 7.8 million.

Ruslan Slinchuk declared 767 thousand UAH, 87 thousand USD and 61 thousand EUR in cash, which is equivalent to 6.66 million UAH. His wife Olena Slinchuk, founder of “RO Euromed”, added another 3.19 million UAH in savings. However, according to official data, Ruslan’s total income over 25 years amounted to only 4.23 million UAH, and his wife’s — 865 thousand UAH. Even taking into account inheritance, real estate and car sales, the source of the millions remained unclear.

Another interesting point was the large loan that Slinchuk provided in July 2023. He transferred UAH 1.9 million (equivalent to $52,000 at the exchange rate) to an unknown person. When asked where these funds came from, the doctor replied that they were his “savings.” However, the NACP calculations showed that his income did not allow him to have such an amount.

There were also discrepancies regarding his cars. A Toyota Camry (2012), a Volkswagen Passat (2015), and an Audi A6 (2014) were declared for a total of UAH 613,000, which is significantly lower than their market value. Slinchuk himself explained that he purchased the cars in damaged condition at auctions. However, an examination showed that the true value of these cars in good condition reaches UAH 2.7 million.

In addition, the doctor has been building a house in Poltava with an area of ​​179 sq. m since 2008, stating that the construction took place gradually, and he bought the materials in the markets for cash. However, he did not provide documentary confirmation of his words.

The NACP found signs of false information in his declaration, which falls under Part 2 of Article 366-2 of the Criminal Code of Ukraine. This means that Slynchuk may face criminal consequences.
