In 2025, the minimum wage in Ukraine will remain at 8,000 hryvnias, but due to increases in personal income taxes and military levies, the amount that Ukrainians receive “in hand” will decrease. The actual amount after tax withholding is 6,160 hryvnias, which is 280 hryvnias less than in the previous year.
From January 1, 2025, the Law of Ukraine “On the State Budget of Ukraine for 2025” comes into force. The documents state that the level of the minimum wage and the subsistence minimum will not change, namely:
- The minimum salary is 8,000 UAH.
- Minimum unemployment benefit is UAH 1,500.
- The minimum amount of the social security contribution is UAH 1,760/month, the maximum is UAH 35,200/month.
- The subsistence minimum for able-bodied persons is UAH 3,028, for persons who have lost their ability to work is UAH 2,361.
Why will the amount “on hand” decrease?
Finance Minister Serhiy Marchenko explained that due to the difficult economic situation, the government is unable to raise social standards in 2025. Instead, the government plans to leave the minimum wage at 8,000 hryvnias, increasing only taxes.
At the same time, the increase in personal income tax rates (personal income tax — 18%) and military levy (5%) will affect the amount of salary that people receive in their hands. If in 2024 a person received 6,440 hryvnias after paying taxes, then in 2025 this amount is 6,160 hryvnias.
These changes also affect the general budget and the level of pensions. The minimum pension will be UAH 2,725, and the maximum will be UAH 23,610. At the same time, the increase in taxes may affect consumer demand and the overall level of economic activity in the country.
