The minimum wage in Ukraine in 2025: why the amount "on hand" will decrease

In 2025, the minimum wage in Ukraine will remain at the level of 8,000 hryvnias, but due to the increase in personal income taxes and military service, the amount that Ukrainians receive "in their hands" will decrease. The actual amount after taxes in the warehouse is UAH 6,160, which is UAH 280 less than in the previous year.

The Law of Ukraine "On the State Budget of Ukraine for 2025" will enter into force on January 1, 2025. In the documents, the level of the minimum wage and living wage will not change, namely:

  • The minimum salary is UAH 8,000.
  • The minimum unemployment benefit is UAH 1,500.
  • The minimum amount of the EUV is UAH 1,760/month, the maximum is UAH 35,200/month.
  • The living wage for able-bodied persons is UAH 3,028, for persons who have lost their working capacity, UAH 2,361.

Why will the amount "on hand" decrease?

Minister of Finance Serhii Marchenko explained that due to the difficult economic situation, the government does not have the opportunity to raise social standards in 2025. Instead, the government plans to keep the minimum wage at 8,000 hryvnias, raising only taxes.

at the same time, the increase in personal income tax rates (personal income tax - 18%) and military duty (5%) will affect the amount of salary that people receive. If in 2024, after paying taxes, a person received 6,440 hryvnias, then in 2025 this amount will be 6,160 hryvnias.

These changes are also included in the general budget and pension level. The minimum amount of the pension outside the window will be UAH 2,725, and the maximum amount will be UAH 23,610. At the same time, tax increases can affect consumer demand and the overall level of economic activity in the country.
