Vita Pavliv, the head of the Department of Territorial Restoration and Creation of an Unobstructed Living Environment of the Ministry of Community Development and Infrastructure, found herself at the center of a scandal due to discrepancies in her declaration. According to the results of a full audit by the NACP, the official indicated inaccurate information in the amount of more than 4.5 million UAH.
One of the biggest issues was the declared UAH 1.48 million in cash savings. Pavliv explained this as accumulation throughout her life, in particular during the period 2018-2022, when she was not a civil servant. However, she did not provide any documentary evidence of this.
Pavlov's income for 2023 was UAH 583,000, to which was added UAH 2.74 million from the sale of a car, UAH 352,000 from rent, and UAH 1.826 million in returned loans. However, her real estate expenses for the same year reached UAH 7.5 million, which significantly exceeds her official income. The NACP calculated that she could not have accumulated UAH 1.48 million - therefore, these funds are inaccurately indicated.
In addition, Pavliv did not declare UAH 198,000 received from Viktor Melnychenko and UAH 154,000 from Viktoriya Khomych, which, according to the investigation, are rental income. The official herself explained that these were loans, but did not provide supporting documents.
Inconsistencies were also found regarding real estate. Pavliv declared a residential building in the village of Sknyliv with an area of 231 sq. m without specifying the value, although the declaration of readiness of this object records the amount of 399 thousand UAH. The situation is similar with an apartment in Kyiv with an area of 42 sq. m - in the 2018 mortgage agreement its value is indicated as 594 thousand UAH.
The NACP also found that the official did not indicate several significant expenses in the declaration:
- 800 thousand UAH (28.02.2023),
- UAH 1.26 million (05.01.2023),
- 284 thousand UAH (date distorted),
- UAH 2.12 million (January 24, 2023).
The total amount of hidden expenses is UAH 2.67 million, which exceeds the threshold for criminal liability. Pavlov's actions show signs of a crime under Article 366-2 of the Criminal Code of Ukraine.
