The Ministry of Social Policy has the second largest budget in Ukraine after the Ministry of Defense — 420 billion hryvnias. This was stated by the head of the department, Oksana Zholnovych, at the International Invest Summit: Jazz Business 2025 forum, Mind reports.
According to the minister, these funds are being used to implement a number of social programs. In particular, the ministry is working on a demographic strategy that provides support for people of all ages, from creating conditions for childcare to supporting people of pre-retirement age.
One of the new directions is the launch of social kindergartens based on enterprises, which, according to the plan, will allow women to combine careers with motherhood. Day care and development services for children with disabilities are also provided.
Starting in 2025, new types of social enterprises will appear in Ukraine. The state will support those that operate according to the labor integration model — that is, employ people with disabilities.
By the end of 2025, all state social institutions for people with disabilities will be transformed into enterprises or partnerships. This will open the market for social services to private providers, including public organizations and individual entrepreneurs. Already now, 80% of contracts the Ministry of Social Policy concludes with such organizations, which are exempt from paying personal income tax.
Zholnovych separately mentioned the "Resilience Centers" initiative - spaces to support families where children with disabilities were born, as well as for temporary rest for people with disabilities and the settlement of IDPs.
The minister emphasized that all these changes are aimed not only at providing basic support, but also at enabling people to fully integrate into society and the economy.
