The case concerns the alleged misappropriation of state funds during the creation of the automated military command system “Dzvin-AS”.

In addition to Rapko, searches were conducted at other officials, including:
– actual owner of “Iquiz IT” LLC
– former head of the Department of Automation Development of the Armed Forces of Ukraine (initially headed by Viktor Artikhovych, and then by Oleksandr Zhytnyk),
– former head of military representation No. 2461 of the Ministry of Defense Viktor Byvalkevych.
Searches were also conducted at the former head of the department for organizing the use of automated systems of the Department for the Development of Automation of the Armed Forces of Ukraine, Didivets, and in the department itself.
As is known, the “Dzvin-AS” control system entered service with Ukraine in December 2022. It successfully passed departmental tests, and later state tests. At the end of November 2022, People’s Deputy Yaroslav Yurchyshyn reported that NABU detectives were investigating criminal proceedings regarding the implementation of “Dzvin-AS” research and development work.
