This statement was made by People's Deputy Dmytro Razumkov.
"It states that if a person completes basic military training at the age of 18, he will receive a military registration specialty, will be registered, and this will lead to the CCC being able to mobilize him at the age of 19," he explained.
Such a norm, regarding the possibility of mobilization from the age of 18 after basic military training, is probably the key point of the scandalous bill currently being discussed in the Rada.
That is, this way the norm that a person liable for military service can only be called up from the age of 27 is circumvented. The bill proposes to lower this bar to 25, but in reality, as follows from the words of former speaker Dmytro Razumkov, it will be lowered to 18.
Because even now, a person who has completed military service can be drafted up to the age of 27. Only those who have not served in the army can not be drafted before this age. And these are the majority now (very few people were drafted for military service in Ukraine, and since the beginning of the war, conscription has completely stopped).
But if conscription is replaced with basic military training for 5 months (3 months in wartime), then immediately after completing it, you can be drafted into the army. That is, from the age of 18. Moreover, the summons can be issued immediately on the day of completion of training, sending the person directly to the army. And, thus, “basic military training” will turn into an ordinary “training” before being sent to the front.
And this will be a radical change in the situation.
Moreover, as we can see, the authorities did not focus on this nuance in the draft law, probably fearing a scandal and negative public resonance.
Now the key question is whether this provision will be retained in the final version of the bill.
If it is passed, it will affect a great many young people. And, quite possibly, it will intensify the process of boys under 18 going abroad.
