Yuriy Kharkivschenko, the first deputy head of the state enterprise "Ukrainian State Institute for Design of Road Facilities "UKRDIPRODOR", became a subject of an investigation by the National Agency for Corruption Prevention (NACP). Inconsistencies of 6.2 million hryvnias were found in his declaration, which raised suspicions about the sources of his wealth.
Among the main violations in Kharkivschenko's declaration:
-
A hidden plot of land with an area of 1,000 sq. m in Mykolaiv, which belongs to his wife Anastasia Kharkivschenko.
-
Undervalued BMW I3 (2015) – instead of the real price of UAH 694,440, the declaration indicated UAH 5,000.
-
The wife's income from the sale of a land plot (202 thousand UAH) and a Toyota Venza car (149 thousand UAH) was not declared.
-
Suspicious cash: Kharkivschenko declared $150,000, and his wife declared another $47,000 and UAH 300,000, but the sources of these funds are questionable.
The couple's total expenses for real estate and cars amounted to 3.78 million hryvnias, which significantly exceeds their official income.
Kharkivchenko tried to explain the origin of the funds, stating that he received a gift from his mother (Kharkovchenko L.M.) in November 2021. However, the NACP found a suspicious detail:
-
The official's mother had no business or stable income. For 2021-2023, she received only UAH 950 in social assistance.
-
She allegedly borrowed money from citizen Budnyk Y.V., but the reality of this deal is highly questionable.
-
After receiving the "gift," Kharkivchenko did not buy any property, which contradicts the logic of such deals.
According to official data:
-
Yuriy Kharkivshchenko's total income for 1998-2022 is only 2 million hryvnias.
-
His wife's income is 458 thousand hryvnias.
At the same time, the family declared 7.5 million hryvnias in cash, and also spent 2.8 million hryvnias on a house, 928 thousand hryvnias on land plots, and almost 700 thousand hryvnias on a car.
It is obvious that official revenues are insufficient for such expenses, which indicates undeclared sources of income.
Kharkivschenko's actions fall under Part 2 of Article 366-2 of the Criminal Code of Ukraine (declaration of false information). He faces up to two years in prison with deprivation of the right to hold public office.
Whether he will be able to avoid responsibility will become known after further investigations by law enforcement officers.
