On September 18, the Verkhovna Rada adopted Bill No. 11377 on the creation of a Unified Information System for the Social Sphere. The document provides for large-scale collection and consolidation of data on citizens from dozens of state registers.
The system will form a complete picture of a person: from their status in military registration and border crossings to property, transport, taxes, and even existing enforcement proceedings. The list of registers is not exhaustive and may be expanded by government decision.
Among the main data sources:

Authorities are obliged to provide data to the system. Failure to provide or delay information entails the responsibility of officials. Data processing centers located outside Ukraine may be used for the system, but only with the approval of the SBU.
The costs of creating and modernizing the system will be covered both from the state budget and at the expense of international financial organizations, investors and donors. A special monitoring body will be created under the Ministry of Social Policy, which will include human rights activists, cybersecurity and social policy specialists. It will have access to non-personal data on the operation of the system and will be able to involve independent experts.
The law allows the state to independently update information about citizens, including entering information from other databases without personal participation. Analytical materials and statistics will be generated based on the system's data.
Thus, the adopted law actually creates a single digital registry that will contain all basic data about Ukrainians.
