Deputy Director of the Ukrainian Institute of Intellectual Property Serhiy Filatov purchased property rights to an apartment in Lviv with an area of 110 m² for 2.04 million hryvnias.
He reported this on December 4, 2025, by submitting a declaration of significant changes in property status. The purchase and sale agreement was concluded on December 3 with LLC "Development Company "My Country", one of the Lviv developers.
The price per square meter was about 18.5 thousand UAH (≈430 $/m²), which is significantly lower than the average market value of new residential complexes in Lviv in 2025 — 45–70 thousand UAH/m². Thus, the apartment cost Filatov 2.5–3 times cheaper than the market price.
Experts note that the acquisition of property at a price significantly below market value by an official of a state-owned enterprise, which is included in the NACP list with a high level of corruption risks, raises questions about the legality of the transaction and a potential conflict of interest.
The state-owned enterprise Filatov runs deals with intellectual property, and such deals require transparency and increased oversight.
