The owner of a landfill near Izmail in the Odessa region, Yuriy Klymenko, was suspected of land pollution and fraud, which caused losses of over 23 million hryvnias.
According to the investigation, the collective enterprise "Komunalnik" has been using a 25-hectare land plot to house a solid waste landfill since 1998. The plot was transferred to the enterprise for permanent use by a decision of the Staronekrasivska Council.
Despite the ban of the Department of Ecology and Natural Resources of the Odessa Regional State Administration on accepting liquid household waste, Klymenko allowed the processing of hazardous liquid waste, in particular with a high concentration of petroleum products, without appropriate permits and environmental impact assessments.
On May 19, 2024, 56 m³ of hazardous waste was delivered to the landfill, which was dumped on a 0.25 ha area. This caused environmental damage in the amount of UAH 5.1 million. Similar violations occurred on October 4 (0.2240 ha, damage UAH 4.17 million) and November 12–13, 2024 (0.8722 ha, damage UAH 13.82 million).
The waste was delivered from the Izmail Commercial Sea Port by agreement with the director of KIA-Maritime Agent Service LLC. On September 19, 2024, an agreement was concluded between Komunalnik KP and LLC on the reception of liquid waste, which also contradicted the legislation.
The total amount of damage caused exceeds UAH 23 million. The actions of the landfill owner led to the contamination of the lands of the Safyanivka village council, disruption of the ecological balance and creation of a threat to the environment.
Klymenko was notified of suspicion under Articles 236 of the Criminal Code of Ukraine (violation of environmental safety rules) and Part 4 of Article 190, Part 2 of Article 364 of the Criminal Code of Ukraine (fraud and official forgery).
