People's Deputy from the "Servant of the People" Roman Kaptyelov, who entered parliament through a majority vote from Pavlohrad, found himself at the center of a scandal. Journalists from the "Schemes" project found out: the deputy's family lives in Moscow, his wife works in a Russian state institution associated with the Kremlin's "Warrior" project, and Kaptyelov himself did not declare either his children or a share of an apartment in the Russian capital worth about 6 million hryvnias.
After the publication of the investigation, NABU and SAPO opened criminal proceedings on the fact of possible lies in the declaration. If the fact of false declaration of assets is confirmed, the deputy faces up to two years in prison.
As journalists found out, Yevgenia Kaptelova, the wife of the People's Deputy, has been receiving a salary from a Moscow budget institution since December 2023, which cooperates with the patriotic project "Warrior" - a center for ideological indoctrination of youth loyal to the Putin regime.
Back in January 2022, she and her children left Ukraine. The family faced a full-scale war in Moscow and remained there. After that, the wife got a job in a state structure related to Russian propaganda projects.
Despite this, Kaptelov did not list any children in his 2023 declaration, although according to state registers he is officially their father. The deputy also did not declare an apartment in Moscow with an area of 100 m², a third of which belongs to his wife and children. The co-owners of the housing are also his wife's parents.
Journalists also drew attention to suspicious coincidences in the schedule of Kaptelov's absences from the Rada meetings. For example, the days when his wife flew from Moscow to Turkey coincided with his absences from parliament. In the VRU system, he is marked as "absent" on these days.
This may indicate trips to visit family abroad during the height of the war, while the deputy was not known for his public activity - he had almost no speeches from the podium.
Before being elected as a deputy, Roman Kaptelov had the surname Migrin, studied at Moscow Social University, published in scientific journals of the Russian Federation, and organized youth events in Sevastopol. In 2015, he took his wife's surname, Kaptelov. In 2019, he was elected to the Council for the 38th district.
In Ukrainian politics, he was remembered primarily for his scandalous statements, calling Ukraine a "puppet of Europe," not supporting the decolonization law, but voting for urban planning reform, which weakens public control over developers.
Kaptelov himself, in a comment to journalists, claims that he “has no information about his wife’s property” and that the children “are not legally his.” But state registries refute these statements — he is married and is officially registered as the children’s father.
NABU is not yet disclosing the details of the case, but they have already opened proceedings regarding possible false declaration of property worth over UAH 1.5 million - this is a direct element of a criminal offense.
