Bill No. 12354 has been submitted to the Verkhovna Rada, which provides for a significant strengthening of control over compliance with curfew rules in Ukraine. According to lawyer Serhiy Voychenko, the police may be granted the right to forcibly detain violators.
The draft law proposes to supplement the Code of Ukraine on Administrative Offenses with a new Article 210-2. It establishes administrative liability for:
- Staying in settlements where a general evacuation has been declared without passes or certificates.
- Violation of curfew - prohibitions on being on the streets and in public places during a specified period without appropriate documents.
What is changing for citizens?
If the bill is passed, the police will have the right not only to draw up reports for curfew violations, but also to conduct administrative detentions on the spot.
Lawyer Serhiy Voychenko explains:
“A person who is on the street during curfew may be detained and taken to the police station. This is one of the measures of administrative coercion, which is applied without the consent of the person.”
The changes are designed to strengthen control over compliance with martial law requirements, especially in conditions of evacuation or risk to public safety. According to government officials, the introduction of such norms will help reduce violations and ensure law and order.
At the same time, the proposed amendments to Article 262 of the Code of Ukraine provide the police with more tools for a prompt response to violations.
The amount of fines for violating the curfew or staying in the evacuation zone without a permit is not currently specified. However, as practice shows, such measures can be accompanied by both administrative sanctions and significant fines.
