In Starokostyantyniv, two officials of a municipal enterprise were reported on suspicion of embezzling over 1 million hryvnias of budget funds. According to the National Police of Khmelnytskyi Oblast, the manager and former manager are accused of illegally transferring money to a contractor for work that was not actually performed.
According to the materials of the pre-trial investigation, the municipal enterprise entered into an agreement with a private company to develop design and estimate documentation for the reconstruction of the city park. During 2019–2021, officials signed work acceptance certificates and transferred funds without actually performing the work and properly confirming the quality and volume.
Investigators qualified the actions of the officials under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement of property through abuse of official position). The pre-trial investigation is ongoing, and the issue of choosing preventive measures is being resolved.
