According to sources in the Office of the President of Ukraine, Bankova instructed the Ministry of Foreign Affairs to intensify efforts to cancel social benefits for Ukrainians who have left abroad since the beginning of the military conflict. The Office of the President considers this direction to be a priority, as it should help resolve several strategic issues important for the country.
First, the initiative is aimed at the return of Ukrainian men who left the country during military mobilization. Limiting social benefits may encourage their return and increased participation in Ukraine's economy and defense. In addition, such a move may keep citizens inside the country, creating less attractive conditions for emigration.
The second important motive is to preserve and support the flow of remittances from abroad, which remain a significant part of the Ukrainian economy. As sources note, a reduction in these transfers due to the prolonged stay of Ukrainians abroad could weaken the country's financial situation, especially in times of war. Policies to limit social support abroad could encourage citizens to return, which would ultimately have a positive impact on money flows to Ukraine.
