Yevhen Bachurin, the prosecutor of the department of procedural management in criminal proceedings of investigators of the territorial department of the State Bureau of Investigation of the Kirovohrad Regional Prosecutor's Office, is appealing through the court the decision to cancel or refuse to continue the establishment of disability.
The lawsuit is being considered by the Kirovohrad District Administrative Court. The case is being heard by Judge H.M. Momont. The interests of the prosecutor are represented by attorney Yuriy Krychuk.
The case materials state that Bachurin is appealing the decision of the State Institution "Ukrainian Research Institute of Medical and Social Problems of Disability of the Ministry of Health" (Dnipro) dated May 8, 2025 No. TSO-15752. Presumably, this concerns the cancellation of a previously established disability or the refusal to extend it.
The court noted that in the response to the lawsuit, the defendant referred to a copy of the plaintiff's medical expert file No. 14932, which was provided by the Cherkasy Regional Center of the MIS. At the same time, these documents were not actually received by the court, which became the basis for their request within the framework of the consideration of the case.
According to available information, Bachurin has been receiving a disability pension since at least 2021.
Earlier, Prosecutor General Ruslan Kravchenko publicly announced a review of decisions on granting disability to prosecutors. According to him, those employees who refused to undergo a repeated medical examination or whose data was found to contain inaccurate information were dismissed by decisions of the Qualification and Disciplinary Commission of Prosecutors.
The situation is being considered against the backdrop of the reform of the disability assessment system, which envisages a transition from 2025 to a model of expert teams for assessing a person's daily functioning. As part of this transformation, courts will increasingly require original medical and expert materials to verify the legality of contested decisions.
The final legal assessment of the parties' actions must be provided by the court.
