The Prosecutor General's Office reported a decrease in the number of criminal cases for fraud

In 2025, the number of criminal proceedings for fraud in Ukraine significantly decreased. According to the Prosecutor General's Office, from January to August, 35,599 cases were registered under Article 190 of the Criminal Code, which is 1.5 times less than for the same period in 2024. At the same time, this indicator is 1.8 times higher than the level of 2021. The analysis was published by Opendatabot.

On average, about 4.5 thousand cases are registered each month this year. For comparison, in 2023 this figure exceeded 7 thousand, and in the summer it reached over 8 thousand. It was 2023 that became the peak - then 82 thousand proceedings were opened in Ukraine. Since then, the dynamics have been declining.

However, not every case reaches the court. Since the beginning of the year, suspicions have been served in 9 thousand proceedings, and 7.6 thousand have been sent to court, which is only 21% of the total. For comparison, in 2021 this figure was 30%, while in 2022–2023 it was about 18%.

The largest number of frauds was recorded in Kyiv — 4,882 cases. Next came Dnipropetrovsk Oblast with 3,511 cases and Kharkiv Oblast — with 2,671. The fewest applications came from Ivano-Frankivsk Oblast — approximately 700.

Overall, the number of proceedings in the country has decreased by a third, but the situation in the regions is different. In Khmelnytskyi region, the drop was only 1%, while in Dnipropetrovsk and Chernivtsi regions - more than 40%.

However, some regions have seen a sharp increase compared to 2021. In Zhytomyr region, the number of fraud cases has increased more than fourfold, and in Transcarpathia, it has tripled.
