A scandalous case involving Oksana Arsiriy, an individual entrepreneur who has been involved in wholesale fuel trade since 2006, is ongoing in the Kirovohrad region. The businesswoman claims that with the advent of prosecutor Yan Strelyuk, her activities were subjected to systemic pressure, and the criminal proceedings against her bear signs of artificial persecution.
According to Oksana Arsiriy, in 2024 she was served with a suspicion in criminal proceedings No. 42024100000000185 regarding the supply of coal to three educational institutions under Part 5 of Article 191 of the Criminal Code of Ukraine. The entrepreneur believes that the case was initiated to eliminate her as a competitor: the director of the competing company Makrrealgroup allegedly provided prosecutor Strelyuk with an illegal benefit in order to block Arsiriy's participation in public procurement.
During the investigation, the entrepreneur draws attention to the inadmissibility of evidence. For example, to check the delivered coal weighing 288 tons, the prosecutor's office took only 1.2 kg of sample, while DSTU 4096:2002 provides for a minimum sample of at least 10 kg. In addition, new suspicions No. 12025121090000082, No. 12025120000000144 and No. 42024122030000145 are based on the testimonies of persons who were not related to the delivery of the goods.
According to Arsiriy, the prosecutor's office's actions are systemic: several proceedings were opened on the same day, which indicates the mass and artificial nature of the accusations. The entrepreneur is convinced that such actions have seriously affected her business and participation in government tenders.
The situation is causing concern among local entrepreneurs, who claim that refusing "interest" from Strelyuk's tenders is dangerous - such companies are quickly put under suspicion.
