Larisa Monich, a prosecutor in the land relations department of the Vinnytsia Regional Prosecutor's Office, declared significant changes in her property status. On December 2, she purchased an apartment in Vinnytsia with an area of 54.7 m² for 2.22 million hryvnias, which raised suspicions about the profitability of the transaction.
The price per square meter in this deal is approximately $970. For comparison, the average price of new housing in Vinnytsia at the end of 2025 ranges from 45–55 thousand UAH/m², in popular residential complexes - 60–80 thousand UAH/m², and in the premium segment - up to 100–110 thousand UAH/m². Thus, the prosecutor's apartment cost 15–30% cheaper than the market value.
The seller was Concern "Podillia" (EDRPOU 33126939), one of the largest developers in Vinnytsia, whose land issues regularly come to Larisa Monich's department.
According to the declaration, on November 24, the prosecutor made the first payment of UAH 962,000, and on December 2, she took out a loan and paid an additional UAH 1.3 million. The deal has been officially declared and taxes have been paid.
The fact of purchasing an apartment at a price significantly below market value raises questions about a potential conflict of interest, as the prosecutor is responsible for the land affairs of local developers.
