Taras Horobets, a prosecutor of the Khrystynivka Department of the Uman District Prosecutor's Office of the Cherkasy Region, was suspected of large-scale fraud . This happened after his disability group was canceled.
According to the investigation, on July 27, 2020, the prosecutor signed a declaration with a doctor who works at the third Cherkasy city primary health care center. On the same day, the law enforcement officer complained to the doctor about pain in the right and left hypochondrium; periodic heartburn, nausea; headaches; increased blood pressure, palpitations; dizziness, flickering "flies" before the eyes; pain along the spine.
Four days later, on July 31, the doctor prepared a discharge, in which she prescribed: the prosecutor underwent treatment in a medical institution (only ten days); has several chronic diseases of the abdominal organs, but his general condition is satisfactory. At the same time, according to the investigation, on the day of discharge, prosecutor Gorobets encouraged employees of the city primary health care center to write a referral to the MSEC due to the presence of signs of disability in him. Which was eventually done.
In April 2023, Taras Horobets, with ten years of prosecutorial experience, applied to the Main Department of the Pension Fund in Cherkasy region for a pension recalculation. According to the prosecutor's e-declarations, starting in 2023, the size of his annual pension increased sharply: from 91-93 thousand UAH (in 2021-2022) to 127.1 thousand UAH in 2023.

On November 15, 2024, the Central MSEC canceled the disability group of the Uman prosecutor. According to the explanations of the head of the Central MSEC, after studying Taras Horobets' medical documentation, members of the Central MSEC found that the degrees of functional impairment and limitations in vital activity due to the disease do not meet the criteria for establishing a disability group. Accordingly, members of the medical commission unanimously voted to cancel the disability of the Uman prosecutor.
In court, the Prosecutor General's Office insisted on removing Taras Horobets from office. However, the capital's court refused to grant the motion.
Separately, Themis applied a preventive measure to the suspect in the form of a personal bond until March 26. The pre-trial investigation into the specified episode is ongoing, and the Uman prosecutor faces up to eight years in prison.
As is known, a high percentage of prosecutors who have the status of a person with a disability was found in Cherkasy and Khmelnytsky regions. In Cherkasy region, 60 prosecutors of the prosecutor's office have the status of a person with a disability. This is 27.4% of the total number of prosecutors working there. 59 of them received it before the full-scale invasion. In contrast, in Khmelnytsky region, 61 prosecutors or 29.8% of the total number have such a status. 50 received disability groups before the full-scale invasion.
