The Qualification and Disciplinary Commission of Prosecutors has decided to close the disciplinary proceedings against Andriy Blagovisny, a prosecutor of the Letychiv District Prosecutor's Office of Khmelnytskyi Oblast. The commission concluded that his actions did not constitute a disciplinary offense.
The proceedings were initiated based on a complaint filed by the Acting Head of the General Inspectorate of the Prosecutor General's Office. It concerned possible violations related to Blagovesny's receipt of Group II disability in 2019 and the subsequent assignment of pension payments. The total amount of payments for the period 2019–2025 was estimated by the applicant at approximately UAH 1.3 million.
The situation surrounding the prosecutor became part of a broader public discussion regarding the disability status of certain law enforcement officers in the Khmelnytskyi region. The circumstances of the disability status registration and possible procedural violations were investigated within the framework of official inspections and individual criminal proceedings.
During the consideration of the disciplinary case, the commission studied the materials of official investigations of the General Inspectorate of the Prosecutor General's Office and the Khmelnytskyi Regional Prosecutor's Office, documents of the State Bureau of Investigation, as well as medical reports and results of examinations. According to the inspections, no signs of using official position to obtain disability were found. The State Bureau of Investigation did not inform the prosecutor about the suspicion and did not conduct procedural actions against him within the framework of criminal proceedings.
In 2019, Blagovesny was given a permanent disability group II based on medical documents confirming the presence of congenital heart disease and concomitant conditions. After public outcry in 2024–2025, he was sent for a repeat medical examination. In 2025, the disability group was changed to III, and later its permanent nature was confirmed in accordance with the current assessment procedures.
The Commission emphasized that the assessment of medical criteria is not within its authority, and the issue of health status is confidential information. According to the conclusion of the Commission, the arguments of the complaint are not supported by proper evidence of violation of the Law "On the Prosecutor's Office", the prosecutor's oath, or the rules of professional ethics.
The decision to close the disciplinary proceedings was made unanimously. Copies of the decision will be sent to the General Inspectorate of the Prosecutor General's Office, the Letychiv District Prosecutor's Office, and the prosecutor himself.
