In Kyiv, law enforcement agencies have reported suspicions to five individuals involved in the purchase of generators for educational institutions in the Dniprovskyi district of the capital, resulting in losses to the budget of 3.4 million hryvnias. This was reported by the Kyiv City Prosecutor's Office.
According to the investigation, in 2022, the Education Department of the Dnipro District State Administration made two purchases of generators that were to be used in shelters at educational institutions. The investigation found that the equipment was purchased at significantly inflated prices.
According to the conclusions of forensic examinations, the cost of the purchased generators was overstated by almost 3.4 million hryvnias. In addition, the actual capacity of the equipment turned out to be three times less than the indicators specified in the technical documentation, while the price exceeded the cost of market analogues.
The investigation established the roles of the participants in the scheme. One of the entrepreneurs directly won the tender, the other was engaged in searching for generators on the market for further supply to the education department. Two more people contributed to the withdrawal of budget funds and signed financial and accounting documents. The head of one of the departments of the education department of the Dnipro RDA, according to the investigation, coordinated the purchase and facilitated the implementation of the scheme.
In August 2025, all five defendants were notified of suspicion of embezzlement of budget funds and aiding and abetting the embezzlement of money, committed repeatedly, under martial law and on a particularly large scale.
Currently, under the procedural guidance of the Kyiv City Prosecutor's Office, the actions of the suspects — entrepreneurs and an official from the education department — have been qualified as embezzlement of budget funds as part of an organized group under Part Five of Article 191 of the Criminal Code of Ukraine.
Four of the five suspects, including the head of the education department of the Dnipro Regional State Administration, are wanted.
The sanction of the incriminated article provides for a penalty of imprisonment for a term of seven to twelve years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years, as well as confiscation of property.
