The Lviv Regional Office of the State Bureau of Investigation has ordered the reconstruction of a building in Ternopil for UAH 35.4 million. The project includes energy-saving measures and the installation of a civil defense structure. However, an analysis of market prices for materials and payroll costs indicates a probable overpayment of at least UAH 1 million.
The contract was awarded to the company "Terbudgroup", which had no competitors in the bidding. According to the "Prozorro" system, the contract was concluded on October 2, 2025. Financing is provided from the state budget, and the price includes UAH 487 thousand to cover risks and UAH 1 thousand for inflation.
The analysis showed significant discrepancies in the cost of materials: drywall was purchased for 417 UAH/sq. m instead of 104–115 UAH/sq. m on the market, air conditioners — for 47 thousand UAH/piece instead of 26–29 thousand UAH, metal-plastic doors and windows were also purchased at inflated prices. According to experts, the overpayment on some items alone exceeds 1 million UAH.
In addition, the estimate indicates the salary of workers at the level of 18,570 UAH/month, while the average salary in the construction sector of Ternopil reaches 30,000 UAH. Experts indicate that the real salary fund should be about 9.35 million UAH, which creates risks of using "envelope" salaries and margins on building materials.
Terbudgroup has received government orders worth UAH 217.67 million since 2018. Analysts believe that inflated prices and understated salaries may indicate inefficient use of public funds and potential corruption schemes.
