The state non-profit enterprise "Heart Institute of the Ministry of Health of Ukraine" announced a tender for the reconstruction of building "A" worth UAH 1.32 billion. The tender is currently led by "Construction Industry Countryinvestbud" LLC with a bid of UAH 1.05 billion. The company developed the reconstruction project and had detailed knowledge of the estimate, which raises questions about the transparency of the tender.
An expert assessment of the estimate showed a significant overpricing of materials. Fittings, metal-plastic windows, thermal insulation boards, and ceramic tiles cost 21–40% less on the market. The estimated overpayment for these items alone reaches UAH 6.5 million.
The tender conditions were complex and selective: participants had to provide detailed technical documentation on dozens of pages, confirmation of supply from the manufacturer, a valid contract for the removal of construction waste, and five ISO certificates. A cheaper competitor – Ukrbud-Proekt-Rekonstruktsiya – was rejected due to formal inconsistencies.
Construction Industry Countryinvestbud LLC was registered in 2020 and is owned by Yuriy Romashko. The company received government contracts worth UAH 1.37 billion, most of them without competitive bidding, including contracts for the construction of protective structures at nuclear power plants. Countryinvestbud contracts were featured in the “Mindich tapes” – NABU records of kickback schemes in Energoatom’s procurements.
The reconstruction of Building "A" of the Heart Institute provides for the creation of a department of innovative cardioneurorehabilitation and intensive therapy by the end of 2027. The Institute is headed by Boris Todurov, and the authorized person for procurement is Alina Sukhomlyn.
