The entourage of a Kharkiv housing and utilities official received multi-million contracts for house renovations

In 2024–2025, the Housing and Communal Services Department of the Kharkiv City Council concluded contracts worth more than 1.3 billion hryvnias. Most of this money was allocated to repair war-damaged houses. However, an analysis of the contracts shows that the costs are not always transparent, and the estimates are significantly overstated.

Three city municipal enterprises — KP "Kharkiv Repair and Construction Enterprise", KP "Kharkivspetsbud" and KP "Kharkivzhytlobud" — received orders for almost UAH 560 million. The rest of the amount went to private contractors, including many individual entrepreneurs who were registered just a few days before receiving multi-million contracts.

Particular attention is drawn to companies and entrepreneurs associated with Oleg Voloshyn, deputy director of the KP "KHRBP", who oversees tender processes. According to our data, his wife and son, as individual entrepreneurs, received orders for more than 29 million hryvnias. At the same time, among the "hired employees" in their estimates, people from the same "KHRBP" are listed.

The scheme also includes companies connected to Voloshyn's colleagues and associates, who systematically win contracts from the Housing and Utilities Department. This creates a vicious circle in which budget money effectively flows into the pockets of a narrow circle of individuals.

Another aspect is the cost of materials. Analysis of estimates shows regular overpayments:

  • corrugated board - 520 UAH/sq m, while the market price is half as low;

  • roofing felt — 182 UAH/sq m instead of the average 130 UAH;

  • roofing membrane - 517 UAH, although it can be bought for 300 UAH;

  • Prices for cement and hydraulic barriers are also inflated.

Only in a few positions is the amount of overpayment measured in millions of hryvnias.

Formally, the repair programs are aimed at restoring housing after war damage. In fact, a significant part of the funds is spent on "their" contractors at inflated prices. As a result, the city receives poor-quality repairs and loses resources that could be used much more efficiently.
