Lviv Polytechnic National University has concluded another agreement for additional work in dormitory No. 3 at 27 Karpyntsia Street. According to information published on November 18 in the Prozorro system, the cost of the new agreement is UAH 13.62 million.
This is the second large-scale contract for the renovation of this building. The first, signed in September, provided for work worth 38 million UAH. Both agreements were concluded with LLC "Construction Firm "Zhovkva", LTD."
What does the new contract entail?
The second contract is partially financed within the framework of the European Investment Bank's state project "Higher Education of Ukraine", the rest will be covered by the university.
Of the total 13.62 million UAH:

UAH 9.57 million will go to construction work;

UAH 4.05 million — for the purchase of equipment.
More than 7.26 million UAH will be financed in 2025, the rest in 2026. The deadline for completion of all work is February 12, 2026.
Main works to be performed by the contractor
The contractor must complete the full range of works:

insulation and decoration of facades and basement;

installation of aluminum structures and window sills;

installation of fire escapes;
-
repair and insulation of the roof and superstructure;

arrangement of sidewalks, paths, curbs and drainage;

installation of ventilation and air conditioning systems;

water supply and sewage works;
-
laying of electrical networks;
-
installation of an automated energy monitoring system.
The company provided a bank guarantee for UAH 340,000 — 2.5% of the contract value. The documentation provides for fines and the possibility of terminating the contract in case of violations.
Who performs the work?
LLC "Construction Company "Zhovkva", LTD" has been operating for over 30 years. Oleg Kuzyk became the new owner in 2022, after which the company became sharply more active in the public procurement market. As of the summer of 2025, it had received government contracts worth UAH 1.32 billion.
The company has been involved in a number of scandalous stories: in particular, journalists recorded an overestimation of the cost of works by tens of millions of hryvnias. After public outcry and the intervention of public organizations, prices in some tenders were reduced.
In June 2025, the company's director, Oleg Kuzyk, was suspected of evading taxes of UAH 8.1 million. The company compensated for the losses as part of the pre-trial investigation.
