Deputy Prosecutor of Khmelnytskyi Region Declared "Nothing", Despite the Estate and Porsche

The declaration of Deputy Prosecutor of Khmelnytskyi Oblast Maksym Kuterga does not contain information about the luxury house near Kyiv and the Porsche car that his family actually uses. Formally, according to the submitted documents, the official does not own any property, and until 2019 he had no savings at all.

In July 2024, Kuterga's wife, Anastasia, purchased a plot of land in a premium cottage town in the village of Pidhirtsi near Kyiv. The declaration only lists the plot itself, without specifying its value, since, as explained, "the family member did not provide information." Neither the area nor the value of the residential building, which is formally classified as an object of unfinished construction, is specified.

At the same time, it turned out that a cottage with an area of ​​about 170 square meters has actually already been built on the site. According to the developer, similar houses in this cottage town are sold for more than 300 thousand dollars. Real estate prices in this location started at more than 260 thousand dollars, which is equivalent to more than 10 million hryvnias.

The cost of the land itself attracted special attention. According to official data, 6.5 acres cost the prosecutor's wife less than 240,000 hryvnias — significantly lower than market prices in the area. According to market estimates, the cost of a hectare in Pidhirtsi at that time was at least 1,500 dollars.

The 2024 declaration also includes a 2019 Porsche registered to Kuterga's wife. Its value is hidden in the document, but the car is currently up for sale for about $64,000. The official himself previously declared only the right to use the car, which belonged to a third party.

Another episode was the sale of an apartment in Kyiv by Kuterga's wife for over 2.5 million hryvnias. The documents show a buyer with a surname that is not identified in state registers, which, according to anti-corruption experts, may indicate an attempt to complicate verification of the origin of the funds.

The prosecutor's office explained that the declaration only reflects the land plot purchased for construction, and the residential building is currently listed as an unfinished object. At the same time, the actual condition of the real estate and the ratio of its value to the family's official income raise questions about the completeness and reliability of the declaration.
