In Bucha, after a pause of several months, the overhaul of Amosova Street has resumed. According to the mayor Anatoly Fedoruk, the break was due to the need to adjust the project - two new entrances and a roundabout were added. The update increased the cost of the work by UAH 1.89 million, while the contractor remained the same - Private Enterprise "Avtomagistral" of Mykola Skorostetsky, the former head of the Kyiv Region Highway Service. The overhaul of the 683-meter Amosova Street in Bucha has resumed after a pause, which was explained by the revision of technical solutions. According to the city mayor, the project was supplemented with a technological entrance to the "Epicenter", an exit to the "KIT" industrial park, and a roundabout that will unite the new interchange.
The customer of the project is the KP “Buchaservice”. The initial design documentation was prepared in March by LLC “Proektny Svit” for 173.41 thousand UAH. In June, a contract for the performance of the work was concluded with PE “Avtomagistral” for 14.71 million UAH, but at the end of the summer the price was reduced to 4.1 million UAH by an additional agreement.
After that, the city again ordered adjustments to the project (UAH 173.41 thousand) and in October issued a contract to Avtomagistrala for the second time — now for UAH 12.5 million. The deadline remained unchanged — by the end of 2025.
As a result, the total cost of work under the two contracts is UAH 16.11 million — almost UAH 1.9 million more than the initial agreement provided for.
Private Enterprise “Avtomagistral” was registered in 2001, currently based in the village of Synyak, Buchansky district, and its founder, director, and ultimate beneficiary is Mykola Skorostetskyi, head of the Highway Service in Kyiv region in 2005–2007.
In 2020, Skorostetskyi ran for the Zhytomyr Regional Council from the Left Opposition party, which has been banned in Ukraine since 2022 due to ties to the communist movement.
The company is one of the largest recipients of road contracts in the region - over 1,000 contracts worth UAH 17.35 billion. A significant part of the work is related to the reconstruction of the Kyiv region after the hostilities.
At the same time, Avtomagistral is involved in criminal proceedings regarding possible misappropriation of budget funds due to overestimation of the cost of materials and works, some of which, according to the investigation, may not have actually been performed.
The issue of communication security is of particular concern in the city: despite the decision to keep the addresses of critical infrastructure secret, posts by the mayor, where these locations were made public, appeared in public access.
