Important changes to the rules of international car insurance are being introduced in Ukraine and the countries of the “Green Card” system from the beginning of 2025. Drivers can expect a number of innovations that will change the approach to issuing and using this policy.
Major changes
- Delayed start of the policy
From 2025, the policy will only start to be valid the day after it is issued. This means that concluding a contract right before leaving abroad will not be enough. Drivers will have to plan their insurance in advance to avoid problems at the border. - Electronic format
All member countries of the Green Card system will recognize electronic certificates. Now it is enough to save the PDF file on your smartphone - a paper policy is no longer needed. This simplifies the storage of the document and reduces the risk of its loss. - Free pricing
Instead of regulated prices from the Motor Transport Insurance Bureau of Ukraine (MTIB), insurance companies will be able to set the cost of policies independently. This will open up opportunities to choose the best conditions among various insurance offers, but will also require a more careful approach to choosing a company.

You can apply for a policy both at insurance company offices and online, which is convenient for comparing prices.
Crossing the border without a valid Green Card policy is impossible. In the countries participating in the system, fines ranging from 150 to 1,000 euros are provided for the lack of insurance. In the event of an accident, a driver without a policy will be forced to compensate the victims on his own, which can result in significant financial losses.
What is a “Green Card”?
This is an international car insurance policy that covers the driver's liability for damages caused to third parties in the event of an accident abroad. It does not cover the car owner's expenses, but guarantees financial protection for the victims.
To apply for a policy, you must have:
- Vehicle registration certificate;
- Passport or ID card;
- Identification code.
