The Security Service of Ukraine, together with the internal security unit of the Bureau of Economic Security, detained Oleg Skupinsky, deputy head of the territorial department of the BEB in the Odessa region. The official is suspected of aiding the aggressor state and financing the Russian army through business activities in the occupied territories.
According to the investigation, the official is a co-founder of a company engaged in real estate in the temporarily occupied Luhansk region. In 2023, he re-registered the company under the laws of the Russian Federation and continued to conduct business in the interests of the occupation authorities. He owns 50% of the authorized capital of this company.
The company, linked to Skupinsky, rents office space to commercial entities and organizations in Luhansk that pay "taxes" to the Russian budget. Moreover, the company has been distributing fundraising announcements in support of Russian military units through its own website and social media.
The official was detained along with his partner, who owns the other half of the business. Investigators are currently preparing charges against both suspects under Article 111-2 of the Criminal Code of Ukraine — aiding an aggressor state. After serving the charges, the court will determine a preventive measure.
This detention became one of the most high-profile cases of involvement of a high-ranking official of a body that is supposed to fight economic crimes in supporting the occupying state.
