The Security Service of Ukraine has put out an agreement for the purchase of a hardware and software complex for checking the declarations of its employees. According to information posted on the Prozorro public procurement system, the agreement with PrJSC "Institute of Information Technologies" was signed on December 19. The total cost of the equipment and software is 16.86 million hryvnias.
By October 30, 2025, the company will deliver the hardware and software complex "Declaration Verification", the composition of which is given in the table below. It is needed to conduct logical and arithmetic control and control over the correctness and completeness of filling out declarations of SBU declarants, notifications of significant changes, notifications of opening a foreign currency account in accordance with the requirements of the legislation of Ukraine. That is, in fact, this complex should help SBU representatives correctly fill out declarations.
On its basis, an information and communication system with a comprehensive information protection system (hereinafter referred to as the CSI) will be created, and an initial state examination of the CSI will be conducted. The contract provides for an advance payment and warranty support for the software of the complex for a year after its introduction into industrial operation.
Among other things, this complex includes two uninterruptible power supplies Vertiv GXTRT-3000IRT2UXL + Liebert GXT RT+ for 72 thousand UAH each. This approximately corresponds to the average price on the market. According to the Hotline price comparison service, prices in online stores vary greatly – 32-105 thousand UAH. In addition, optical patch cords UPC-5LCLC(MM)D(ON)BK were ordered for 600 UAH each. The manufacturer CMS sells them for 569 UAH, but without delivery. MikroTik S+AO0005 SFP optical modules were included for 2,880 UAH each. On the market, they cost 1,608-2,622 UAH without delivery.
The company received the order without competition, since no one else came to the open tender. To participate, it was necessary to have licenses for conducting business activities in the field of cryptographic information protection and in the field of technical information protection for assessing the security of information of all types, including information constituting a state secret. In addition, arbitrary certificates were required on the availability of a special permit for conducting activities related to state secrets and on the presence of specialists (hired employees) in the participant's staff necessary to provide the appropriate type of services in the field of cryptographic information protection and technical information protection.
The purchase was made on a second attempt. In the first tender, this company was rejected with the same price for non-compliance with technical requirements. At that time, it offered disks with a lower writing speed than required, did not specify the base frequency of the computer processor, etc.
Currently, the shareholders of the Kharkiv Institute of Information Technologies are Yuriy Ivanovich Horbenko, Ivan Dmytrovych Horbenko, and Olena Kachko, and the director is Viktor Onoprienko.
In total, since 2016, IIT has received government orders worth UAH 376.76 million.
