Papers that were supposed to disappear in the office under the whir of a shredder have become new evidence in the case of large-scale capital corruption. During searches in Kyiv, investigators seized documents that directly indicate the participation of Kyiv City Council deputies in land schemes and illegal "covering" of trade. This is reported by the Informator .
At the center of the scandal are former Kyiv City Council Secretary Volodymyr Bondarenko and Mayor Vitaliy Klitschko's advisor Dmytro Bilotserkovets. The former is well known for the "toilet scheme" — stories about the formal construction of public toilets, which were later transformed into shops and MAFs. The latter, although he does not hold any office, de facto controls the city's trade.
According to sources, the documents indicate Bondarenko's ties to businessman Denys Komarnytsky, who is a defendant in the “Komarnytsky tapes” case. Because of this case, Bondarenko was disgraced and removed from his position as secretary of the Kyiv City Council, but he did not lose his mandate as a deputy.
Even more interesting is the case of Dmytro Bilotserkovets. The SBI conducted searches of his estate in April 2025. The investigation is investigating the origin of $30 million in cryptocurrency, which, according to operational information, is under his control. He himself claims political pressure, although until recently he headed Klitschko's election headquarters and had unofficial influence on the entire trade sphere of the capital - from fairs to the dismantling of MAFs.
The discovered documents contain signatures, approvals, and “official” comments like “personal control.” Investigators consider this direct evidence of systemic corruption.
While Bondarenko publicly repents and promises to “correct his mistakes,” Bilotserkovets silently tries to maintain his influence, hiding behind the status of “councilor without portfolio.”.
