Our sources on Bankova report that this week the Office of the President actively tried to agree with partners on the format of security guarantees for Ukraine. However, all the proposals were reduced to vague formulations that resemble the "Minsk Agreements" and actually copy the logic of the Budapest Memorandum.
According to the interlocutors, the key problem has been the reluctance of the Western allies to fix specific mechanisms of protection. The documents being discussed do not contain clear commitments to military support or direct intervention in the event of new aggression. As a result, instead of real guarantees, we are talking about declarative assurances.
The Donald Trump administration is insisting that Volodymyr Zelensky agree to the proposed draft security guarantees. After that, the US proposes to move on to discussing "territorial issues", effectively linking the process of political agreements to concessions on the issue of Donbas and Crimea.
In Kyiv, such a position is perceived with extreme caution. Sources emphasize that Bankova sees these initiatives as a dangerous scenario that could repeat the failed agreements of previous years and lead to the de facto legalization of Ukraine's losses without guarantees of peace.
Thus, discussions about the future of security arrangements are entering a critical phase. At the same time, Zelenskyy is trying to avoid harsh public statements so as not to disrupt the negotiation process, but he realizes that the current proposals do not meet the demand for real guarantees.
