The Specialized Anti-Corruption Prosecutor's Office (SAP) has appealed to Acting Prosecutor General Oleksiy Khomenko with the initiative to open a new criminal case against Serhiy Shakhov, a member of parliament from the "Dover" group. The basis was the journalistic investigation "Schemes", which deals with the politician's undeclared luxurious life abroad.
According to SAPO, journalists discovered that Shakhov, who has been wanted by the National Anti-Corruption Bureau since March 2023 in a case of undeclared property worth over 88 million hryvnias, has been living in luxury apartments in Dubai all this time. The rental of the housing is registered in the name of his common-law wife, and the deputy himself does not enter expenses in the declaration.
"Based on the results of processing the information published in the journalistic investigation, on April 25, 2025, the SAPO initiated the entry of relevant data into the ERDR by Oleksiy Khomenko regarding the possible entry of inaccurate information in the MP's declarations for 2022, 2023, and 2024," the prosecutor's office said in its response.
This is a criminal offense under Part 2 of Article 366-2 of the Criminal Code of Ukraine – “declaring false information.” If proven guilty, Shakhov faces:

fine or imprisonment for a term of up to 2 years;

deprivation of the right to hold certain positions for up to 3 years.
This is not the first case against a people's deputy who, despite being wanted, fails to appear in Ukraine. Previous journalistic materials mentioned Shakhov's possession of not only undeclared property, but also a whole range of elite assets registered to relatives and related persons.
It is worth noting that the Dovira group, which includes Serhiy Shakhov, has influence in a number of regions and regularly supports pro-government initiatives in the Verkhovna Rada.
