In August 2025, the average salary of civil servants was 61.6 thousand hryvnias — more than three times higher than the average salary in the country (19.8 thousand hryvnias), according to published data from the Ministry of Finance. Over the year, the indicator for civil servants increased by 8.6% (from 55.8 thousand hryvnias in August 2024), but the growth rate was lower than the inflation rate for this period (13.2%), which reduces real purchasing power.
In the central executive bodies, where 22,904 people received salaries in August, the highest average payments were recorded in the Antimonopoly Committee (UAH 97.5 thousand), the National Agency for Corruption Prevention (NACP) — UAH 97.1 thousand, the National Commission for the Regulation of Energy and Utilities of Ukraine — UAH 94.3 thousand, and the State Customs Service — UAH 90.1 thousand. High average salaries were also recorded in the State Property Fund (UAH 89.9 thousand), the Verkhovna Rada Apparatus (UAH 85.3 thousand), and the Cabinet Secretariat (UAH 81.7 thousand).
Separately, the Ministry of Finance notes that among 495 heads of state bodies, the average salary was 131.2 thousand UAH. The highest average payments of management were recorded in the NACP - 366.6 thousand UAH, the Ministry of National Unity - 289 thousand UAH, the State Property Fund - 284.6 thousand UAH and in the ARMA - 255.9 thousand UAH. A number of managers received more than 200 thousand UAH per month, in particular in the Accounting Chamber (209 thousand UAH) and the Antimonopoly Committee (201.8 thousand UAH).
Thus, the Ministry of Finance data confirm a significant gap between the salaries of civil servants and the average income of Ukrainians, as well as the difference in the rates of wage growth and inflation. The persistence of such gaps so far means that despite the nominal growth of payments in the public sector, the real incomes of officials as a whole are growing more slowly than the increase in the cost of living.
