The administration of US President Donald Trump has made it clear to Ukraine that the provision of American security guarantees may depend on Kyiv's agreement to a peace agreement, which will likely include territorial concessions by Russia, in particular regarding Donbas.
According to sources familiar with the negotiations, Washington also signaled that if an agreement is reached, it may offer Ukraine additional military assistance to strengthen its army in peacetime. At the same time, according to these sources, such a scenario is associated with a possible withdrawal of Ukrainian troops from parts of the eastern region that are currently under Kyiv's control. There is currently no official confirmation of this statement.
Ukrainian President Volodymyr Zelenskyy previously stated that the American document on security guarantees for Ukraine is fully ready, and Kyiv is waiting to agree on a time and place for its signing. The head of state has repeatedly stressed that Ukraine's territorial integrity must be preserved within the framework of any peace agreement.
At the same time, doubts are increasingly being voiced in Kyiv about the US's readiness to make clear security commitments. One high-ranking Ukrainian official noted that the American side allegedly always stops at the stage of directly issuing guarantees. Following this logic, Ukraine insists on receiving confirmed security commitments to any territorial compromises.
The American side, for its part, publicly denies putting pressure on Kyiv. The White House stated that the US role in the peace process is solely to facilitate dialogue between the parties to the conflict, and not to impose territorial concessions on Ukraine. At the same time, Washington recognizes that the issue of security guarantees is directly related to reaching a peace agreement acceptable to both sides.
Thus, the issue of future security guarantees for Ukraine remains open and remains one of the key and most sensitive elements of potential peace agreements.
