According to our source, the Verkhovna Rada is preparing a draft law that would allow the termination of the powers of local councils and transfer their functions to military administrations.

As a reminder, the five-year term of office of local councils expires in October, but according to current legislation, they continue to work until new deputies take office. At the same time, the Verkhovna Rada must set the date for the next local elections.

At the same time, the Office's position is that holding elections is impossible during martial law. Therefore, a draft law is currently being prepared in the Verkhovna Rada, which stipulates the dissolution of local councils and the transfer of their functions to military administrations.

According to the source, this step is aimed primarily at "taking control of Kyiv, Dnipro, and Odessa, which are resisting and not obeying the central authorities.".

“The total budget of the cities is about 170 billion, and someone wants to pocket 20 percent of it, given the current level of kickbacks from the central government,” the source notes.

Also, according to the source, "the adoption of such a law can be stopped through the Constitutional Court, but the consideration of this issue there may drag on for years, and the law will be in effect all this time."

"Negotiations with parliamentary factions and groups are still ongoing, there are not enough votes, they will pressure and break," the source notes.
