People's deputies are interested in how the issue of electronic summonses will be implemented, said Yegor Chernev, deputy chairman of the Verkhovna Rada Committee on National Security, Defense and Intelligence. According to him, not all citizens liable for military service have access to digital resources.
It is also important to consider the possibility of introducing coercive measures for citizens who have traveled abroad . This includes the possible deprivation of the right to consular services.
"First, are our consular services capable of effectively implementing these measures? Second, how effective will such actions be: will people return or will they be lost forever," the MP noted.
For our part, we note that although the Ministry of Defense claims that the updated draft law takes into account comments and observations made jointly with the General Staff, the government, and people's deputies, in fact the new document is even worse than its first edition. You don't have to go far for an example - the first edition of the government draft law on mobilization included a provision on electronic summonses, but deputies called for its exclusion. However, according to the new draft law, summonses will still be sent to the conscript's electronic account. Moreover, an electronic summons will be considered delivered even if the citizen has not seen it, and registering the conscript's electronic account will be a new obligation for citizens.
In addition, the draft mobilization law provides for an unpleasant "innovation" for Ukrainian citizens abroad. Thus, any consular services abroad, including the replacement of a foreign passport, will be possible for those liable for military service only upon presentation of a military registration document.
