The National Agency for the Prevention of Corruption completed 78 full checks of declarations of officials in November 2025. As a result, signs of inaccurate information or administrative and criminal offenses totaling more than 172 million hryvnias were found in 37 of them.
These are possible violations under Article 366-2 of the Criminal Code of Ukraine and Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses. Based on the results of the inspections, the agency formed and sent substantiated conclusions to law enforcement agencies.
Among the most high-profile cases is the declaration of the former deputy head of the Main Department of the State Tax Service in Sumy region for 2023. The NACP found signs of unreliable information worth more than UAH 19.8 million. The official did not declare a family member and real estate belonging to him, in particular an apartment in Kyiv, where he himself lived, as well as an unfinished construction site worth UAH 17.3 million. The materials were transferred to the State Tax Inspectorate.
Significant violations were also found in the declaration of the director of the KP "Directorate for the Construction of Road and Transport Facilities of Kyiv" for 2022. The official was unable to confirm the sources of origin of his wife's cash funds of UAH 9.6 million and a gift of UAH 24.4 million. The NACP sees this as signs of legalization of proceeds from crime. The conclusions were sent to the National Police.
The declaration of the former head of the residence registration department of the Pechersk RDA of Kyiv for 2022 contained inaccurate information amounting to over UAH 15.6 million. In particular, the official did not declare a residential building in the Netherlands, which he used with his family. The materials were also transferred to the National Police.
The declaration of a former Supreme Court judge for 2024 attracted special attention. The NACP found signs of false information in the amount of over UAH 5.3 million, of which over UAH 5.2 million related to monetary assets. NABU has already initiated criminal proceedings on this fact.
Among local deputies, violations were recorded, in particular, with a deputy of the Kaniv City Council of the Cherkasy region. According to the declarations for 2022–2024, signs of unfounded assets of UAH 1.5 million and unreliable information of more than UAH 3 million were found. The official did not confirm the origin of funds for the purchase of an apartment in Kyiv by his wife and hid the real value of the property.
The NACP recorded the largest amount of violations in November in the declaration of a deputy of the Khmelnytskyi City Council for 2024 - over UAH 38.8 million. The official was unable to confirm the legality of the origin of cash worth UAH 25.1 million, and also failed to declare income of over UAH 12 million, which was used to purchase property. The materials were sent to the National Police.
Violations were also found in the declarations of the head of the neuro-ophthalmological MSEC of Zaporizhia region, a deputy of the Berdychiv city council, the head of the municipal property department of the Chernivtsi city council, and the head of the department of the Kropyvnytskyi district CCC and SP. These cases involve undeclared property, dubious savings, and hidden income in amounts of several million hryvnias. Some of the materials were transferred to the NPU, some to the SBI.
The NACP notes that the results of the inspections indicate systemic problems with the declaration of income and property among officials of various levels - from local deputies to high-ranking officials and judges. The final legal assessment of the actions of the defendants should be provided by law enforcement agencies.
