The Zazimsk Village Council of the Brovary District ordered the construction of a shelter for the "Academy of Childhood" kindergarten for UAH 35.99 million, which raised suspicions of a significant markup on materials and possible "kickbacks.".
The shelter is designed for 80 people and should be completed by October. The work includes general construction and installation work, installation of a vertical lifting platform for low-mobility groups of the population and installation of accessibility elements. The project was completed in 2024 by the company "Inzhindustria", the expert report was provided by LLC "Ukrekspertyza Group". The purchase is carried out at the expense of the "Ukraine Facility" program.
The analysis of the estimate showed inflated prices for construction materials: B25 concrete was included in the project at 5,050 UAH/cubic meter (on the market 3,357–4,370 UAH/cubic meter), fine-grained asphalt concrete at 7,481 UAH/t (market price about 5,160 UAH/t), steel reinforcement A-III at 40,250 UAH/t (on the market 32,816–35,500 UAH/t), expanded polystyrene at 669 UAH/sq m (on the market 370–445 UAH/sq m) and sand-cement mixture RCG-75 at 4,133 UAH/cubic meter (market price 2,085–2,892 UAH/cubic meter). The overpayment for these items alone can reach a million hryvnias.
The competitor of Everest Female Group LLC offered a price 325 thousand UAH lower, but was rejected due to formal document inconsistencies. The customer demanded confirmation of the availability of equipment, qualified personnel, and experience in performing similar works in the amount of at least 60% of the expected purchase price.
The Zazimsk village council is headed by Vitaliy Krupenko, who in 2023 was suspected of extorting and receiving bribes, as well as misappropriating budget funds through “kickback” schemes. The media also reported on other possible abuses in the community: illegal sand mining, land deals, and lifestyle inconsistency with the official’s declared income.
LLC "Ukrainian-European Firm "Diamond", which received the contract, was founded in 2018, is owned by Igor Platonov and Zoryana Zhupan, and the director is Oleksandr Maltsev. According to YouControl, the owners have shares in other companies and have received contracts from 2023 for UAH 143.76 million.
