Kyiv's procurement in November: who got the largest budget contracts

In November 2025, the capital's budget managers concluded contracts for a total of 4.45 billion hryvnias. Such data is contained in the public analytical module BI.Prozorro. In total, more than 7.27 thousand contracts were signed, and the main financial emphasis of the month fell on construction and repair work.

Over 2.5 billion hryvnias, that is, more than half of all November expenditures, Kyiv directed specifically to the reconstruction, capital repairs and technical re-equipment of facilities. The largest amount of funds was absorbed by the Kyivteploenergo KP - over 600 million hryvnias. Of this amount, almost 547 million hryvnias were spent on the installation of cogeneration plants, or so-called mini-CHPs. The addresses of the facilities are not disclosed for security reasons. Another part of the funds was directed to the modernization of boilers, emergency power systems and engineering inputs in several dozen residential buildings.

Among other expensive projects of the month are the reconstruction of the cremation equipment of the Kyiv Crematorium for UAH 156.9 million, ordered on the third attempt, as well as the continuation of the reconstruction and technical re-equipment of the solid waste landfill No. 5 in the village of Pidhirtsi for UAH 140.17 million. A separate line was the overhaul of kindergarten No. 440 in the Holosiivskyi district, which was damaged by shelling, with UAH 60.88 million allocated for this.

The second position in terms of funding in November was occupied by the purchase of medicines, medical equipment and hygiene products — 363.87 million hryvnias. The most expensive was the purchase of an endoscopic surgical system for almost 90 million hryvnias for Kyiv City Clinical Hospital No. 3. In total, more than 97 million hryvnias were spent on medicines, in particular on drugs for nephrology, treatment of multiple sclerosis and oncological and hematological diseases. Another more than 23 million hryvnias went to hygiene products, and almost 19.5 million — to endoprostheses for Hospital No. 7.

The third place among the largest expense items was taken by electricity, heat and fuel — over a quarter of a billion hryvnias. The largest customers in this category were Hospital No. 8, PrJSC “AK “Kyivvodokanal” and the Darnytsia District Management Company.

The absolute leader among customers in November was Kyivteploenergo, which concluded 248 contracts for 853.77 million hryvnias. In addition to large-scale cogeneration projects, the company spent money on purchasing a car for repair teams, renting special equipment, design and repair work on facilities damaged by shelling, as well as restoring coatings after accidents on heating networks.

The largest contractor of the month was Garant Energo LLC. It was to this company that Kyivteploenergo awarded the two largest contracts - for 164.09 million hryvnias (installation of metal structures, ventilation and air conditioning) and for 118.9 million hryvnias (installation of walls and columns of protective structures). Both contracts are related to increasing the capacity of the facility by installing a cogeneration unit. At the same time, investigators from Nashi Groze found signs of overpricing in the estimate of one of the contracts, in particular for formwork.

According to Youcontrol, Garant Energo LLC is part of a business group associated with Mykhailo Reva and his son Andrii. Until 2022, Andrii Reva was a co-founder of companies that belonged to the orbit of the current deputy of the Chernihiv Regional Council, Viktor Kiyanovsky. Whether these connections influenced the receipt of contracts in the capital is an open question. At the same time, the company is already involved in several criminal proceedings involving possible embezzlement of budget funds.

Against this background, additional questions are raised by the secrecy of information about the costs of protecting critical infrastructure facilities. Kyivteploenergo refused to provide consolidated data on such works, citing national security interests, although individual purchases are available in Prozorro. Meanwhile, experts and individual MPs emphasize that it is the engineering protection of CHPs and thermal power facilities that is one of the key factors in the capital's resilience during massive attacks.

The November procurements once again demonstrated the scale of Kyiv's budget flows and at the same time exposed problems with the efficiency and transparency of spending, especially in the area of ​​critical infrastructure, which is under constant threat.
