Three officials of the State University "Kyiv Aviation Institute" have been reported on suspicion of embezzling over UAH 16.6 million of budget funds. According to the Prosecutor General's Office, the criminal scheme operated for three years and was based on fictitious employment.
The investigation established that the former head of the security department of the security service, the head of the security service and his deputy had registered 89 "dead souls" for work. These people were paid salaries, although they did not actually perform any duties. The funds that were deposited into bank cards were withdrawn and appropriated by the participants in the scheme.
As a result of such actions, the state suffered losses of over UAH 16.6 million. This money came from the budget of the Ministry of Education and Science of Ukraine.
During searches of the suspects' residences, documents and electronic media were seized that confirm their involvement in the crime.
The pre-trial investigation is being conducted by the Main Investigation Department of the National Police with operational support from the Department of Internal Security. The officials are charged with embezzlement of funds as part of an organized group, which is punishable by up to 12 years of imprisonment with confiscation of property.
