In Ukraine, there was talk again about problems with budget expenditures after it became known that about 9 million 350 thousand hryvnias were planned to be spent on the consultation regarding the restoration of the modern building of the Pediatric Center "Okhmatdit", which suffered from the attack of the Russian Federation on July 8. This amount caused alarm among taxpayers and raised questions about the transparency and feasibility of spending.
It is important to tell right away that at the moment the only company that submitted an application for participation in the tender and won it was "VASENEV ENGINEERING" LLC.
This became known thanks to the information published on the public procurement portal Prozorro.
The tender states that "VASENIEV ENGINEERING" LLC will provide consulting services of a certified expert in civil defense engineering and technical measures regarding the restoration of the modern "Okhmatdit" VAT building, damaged as a result of the Russian attack on July 8.
According to the information in the tender, 9 million 350 thousand UAH will be spent on these services, which include the development of project documentation and the execution of work on the ongoing repair of buildings, although the expected cost was in the amount of almost 9 million 700 thousand UAH.
The main tasks of the expert include:
Examination of urban planning documentation: verification of compliance with the requirements of legislation, building regulations and regulatory documents on civil protection.
Comprehensive verification of documentation: analysis of engineering and technical measures of civil protection of project documentation.
Examination of construction projects: verification of compliance with civil protection requirements in construction projects, in particular, for facilities with a large number of people (over 50 or 100) and critical infrastructure facilities.
Analysis and assessment of information: use of various methods for analysis and assessment of civil protection factors, making corrections to projects.
Preparation of reports and conclusions: preparation of expert reports and proposals for improvement of methods of examination.
It was also emphasized that the need to involve such an expert will help ensure the safety of patients, employees and hospital visitors during construction work.
What is known about the selected contractor
"VASENEV ENGINEERING" LLC was registered in Kyiv in April 2023 with a charter capital of 10,000 hryvnias. According to the data on the YouControl portal, the main activity of the contractor is the field of engineering, geology and geodesy, as well as the provision of technical consulting services in these fields.
"VASENIEV ENGINEERING" LLC is also engaged in the organization of building construction, activities in the field of architecture and direct construction - from residential buildings to roads and highways.
Regarding the services of a consulting engineer, in 2024 the contractor performed the following works for the Office of the Security Service of Ukraine in the Volyn region and the Rauhiv settlement council in the Odesa region.
