According to the investigative journalists of the 360ua.news , citing their own sources in the State Audit Service, the results of the financial audit of the activities of Atroshenko-Lomako revealed a scheme of embezzlement of lands belonging to the Chernihiv community in the amount of more than 720.0 million hryvnias.
Thus, the Chernihiv City Council transferred 79 plots of communally owned land with a total area of 55.8 hectares to third-party legal entities and individuals for development.
As it turned out, the city council allocated land plots for the construction of multi-apartment residential buildings and commercial objects to the subordinate utility company "Chernihivbudinvest" and the Department of Capital Construction, with the subsequent transfer of rights to them for permanent use. In turn, the utility company and the Authority, as construction customers, entered into contracts with other contracting organizations, in which it was assumed that after putting the object into operation, all rights to them would be acquired by the developer, and not by the territorial community, which actually owns these lands.
Thus, today, due to the free transfer of the said land plots to third parties, the city budget of Chernihiv has lost the opportunity to use them, as well as the opportunity to receive additional income to the budget in the amount of UAH 12.8 million.
Also, due to the manipulations of the executive bodies of the Chernihiv City Council with the lands of the objects of the nature reserve fund, delays in resolving the issue of registration of land management projects, regarding the organization and establishment of boundaries of PZF territories with their subsequent approval and registration in the State Land Cadastre, failure to establish restrictions on the use of land on 3 objects of the PZF: "Lake Hlushets", the protected tract "Svyate" and the park-monument of horticultural art "City Garden" created risks of their illegal alienation and possible loss by the community of land plots of the nature reserve fund for the total amount of 806.6 million hryvnias.
In other words, the conditions are created so that these objects can also be stolen without hindrance. According to our sources of the 360ua.news , close to the law enforcement structures of Chernihiv, a new owner from Vladyslav Atroshenko's close circle has already been found for all these objects.
In addition, during the audit, the facts of the conclusion of lease agreements for land plots with proxies of citizens of the Russian Federation on behalf of the Chernihiv City Council were established.
At the same time, the contract for one plot for the operation of the store premises was concluded six months after Russia's full-scale invasion of Ukraine - in September 2022. Materials on this fact have been handed over to the Chernihiv Regional Prosecutor's Office.
