The deputy of the Rivne city council from the party "Servant of the People", the founder of NGO "Institute of Tax Reforms" Olena Khotenko found herself in the center of the scandal due to possible links with the schemes of dubious financing leading to the former official of Alexei Kavilin.
Since 2017, Elena Khotenko has launched active public activities, establishing representative offices of her organization in many regions of Ukraine. However, according to the facade of the reform, as it turned out, there may be close connections with financial-gray schemes.
NGO "Tax Reform Institute" has a joint registration address with several other structures related to Kavalin-among them NGO "Youth for Faith, for European Ukraine" and the company "Kad-Media", which publishes the magazine "Agropro". Moreover, among the co-founders of the NGO Khotenko are persons directly related to Kavinin: Yevgeny Ryabikov, Director of "Cad-Media", and Mykola Khashchev, the father of co-founder of another close-knit public organization.
Journalists point out that funds could be laundered through such networks, in particular from the financial pyramid "Family Capital", which works in occupied Crimea and has branches in the territory controlled by Ukraine, actually violating state sanctions. It is believed that the scheme also used mortgage frauds, involving the brother of the official Denis Kavilin.
Elena Khotenko and Kavilin's history of cooperation has ancient roots: by 2017 she was his deputy in the State Fiscal Service of Zaporizhzhya and Kyiv regions. This fact only reinforces suspicions of close personal and professional relationships.

Although Khotenko officially positions himself as a tax reform, history with registrations, co -founders and shadow links throws a shadow on transparency of her activity.
